Operable Vehicle:  This refers to a car, truck, or other motor vehicle that is in working condition. It can be started, and is capable of moving forward and backward under its own power. Inoperable Vehicle: This refers to a vehicle that is not in working condition. It may not start, or it may not be able to move under its own power.
